Shannon Arnold Foltz
Shannon joined Rockwall EDC as Vice President in 2025. She brings a lifetime of hands-on experience and global perspective to her role at the Rockwall EDC. As a proud Rockwall resident, she draws from her deep roots in Northeast Texas and her extensive background in the construction industry to support and grow local development efforts.
Her impressive career includes managing projects both domestically and internationally, with a portfolio featuring billion-dollar ventures in Semiconductor, Mission Critical Data Centers, Manufacturing, Educational Facilities, and High-End Custom Homes. She has led projects in Utah, Washington, Oregon, California, and Nevada, as well as in China, Malaysia, Singapore, and Taiwan. Shannon spent 16 years living and working in China and Southeast Asia, gaining invaluable international experience and cultural insight.
Shannon is a proud mother to an adult son currently pursuing his PhD in Psychology. Outside of work, she’s passionate about the outdoors—boating, hiking, kayaking, and golfing—and enjoys traveling, cooking, DIY projects, reading, and spending quality time with family and friends. Known for her positive outlook and ever-present smile, Shannon brings energy, authenticity, and dedication to everything she does.
